A behavior analyst is a HIPAA covered entity that is contracted by the school to conduct an FBA. The Director of Special Education tells the behavior analyst that they have all the necessary consents from the parents and to get started right away. The behavior analyst begins by conducting an observation and distributing a questionnaire to the teachers. At the end of the day she calls the parent and the parents asks “What is an FBA?”
